A man wanted in connection with a deadly drive-by shooting that happened in 1995 is in custody in Franklin County.

Several people were injured when shots were fired outside of a home in the 700 block of W. Agate St. early in the morning of July 5, 1995.

Investigators say one of the shooting victims, Andres Elizondo, 53, from Pasco, died from his injuries.

Sgt. Scott Warren with the Pasco Police Department says investigators identified Ezequiel Romero, then 15 years old, as one of several suspects in the case and issued a warrant for his arrest.

The Franklin County Prosecutor's office moved forward with prosecuting four codefendants in the case:

  • Gilberto Lopez pleaded guilty to 1st Degree Murder in 1995.
  • Marciel Tiscareno pleaded guilty to 1st Degree Murder in 1996. The charge was amended to Manslaughter in 2005 following an appeal.
  • Jose Echeverria pleaded guilty to 1st Degree Murder and 1st Degree Assault in 1996. The charge was amended to 1st Degree Manslaughter in 2005 following an appeal.
  • Adrian Andrade pleaded guilty to 1st Degree Murder and 1st Degree Assault in 1996.

Officers in Salt Lake City, Utah contacted Romero on October 18, 2019 in connection with an unrelated incident, and learned of the homicide warrant.

Detectives from the Pasco Police Department flew to Utah to interview the 40-year old suspect before Romero was returned to Franklin County Wednesday.

He was booked into the Franklin County Detention Center, and made a first court appearance Thursday afternoon. He remains in custody on $1 million bail.
