PENDLETON, Ore.-- A Kennewick man is in custody in Umatilla County to face murder charges.


According to investigators with the Umatilla County Sheriff's Office, Jaime Ubay-Farfan, 24, is the primary suspect in the murder of Tracey Scott Meadows from Hood River.


The victim called 911 just before 8:00 pm on June 20, 2020, to report that a vehicle was trying to run him off the road on westbound I-84 near milepost 180. Meadows provided dispatchers with the license plate number of the vehicle, described as a 2009 gray Acura.


Oregon State Police responded, and found Meadows slumped over the steering wheel of his pick-up truck. He was pronounced dead from apparent gunshot wounds.


While investigating the murder, deputies with the Umatilla County Sheriff's Office identified Ubay-Farfan as a person of interest, and later learned that the same man had been involved in a road rage incident that occurred in Richland about two weeks before Meadows' death, where Ubay-Farfan was accused of pointing a handgun at the victim.


Richland Police detectives developed probable cause to arrest Ubay-Farfan and charge him in connection with that incident.


On Tuesday, Ubay-Farfan was extradited from Benton County, and is now in custody at the Umatilla County Jail. He's charged with second degree murder, and is being held on $4 million bail.
