MOSES LAKE, Wash. - Shane Phillips, 23, Moses Lake, was killed when the car he was riding in, rolled. The driver, Andrew Allbee, 20, Moses Lake failed to navigate a curve just north of Moses Lake on Road 16.

Phillips was ejected from the car and was pronounced dead at the scene. Officials say the Allbee was speeding and may have been under the influence of alcohol.

Allbee and another passenger, 21-year-old Chase Fluaiit of Moses Lake, sustained non-life threatening injuries. None of the car's occupants were wearing seat belts. The Grant County Sheriff's Office is seeking vehicular homicide charges against Allbee. The investigation is ongoing.
