Pasco Plans to Deal With Property Blight with penalties.

Pasco plans to take steps to deal with blighted  homes and commercial structures that pose a safety problem. The city's Rick White says these are property owners that have refused to take steps to clean up their "Mess". He said  property owners could be fined. And potentially lose their property if they don't take corrective action.
