Accused Everett Police Killer From Tri-Cities

(Everett, WA) -- A judge set bail at $5-million for a Kennewick man accused of killing Everett Police Officer Dan Rocha. Richard Rotter's last known address was in Kennewick, and police say 43 of his 51 arrests happened in either Benton or Franklin Counties. Police say Rocha died Friday after Rotter allegedly shot him and then drove over him with his car while fleeing the scene.  Rocha had just approached Rotter to investigate suspicious activity in a Starbucks parking lot when the incident occurred.  Police arrested the man following a car chase that ended in a multiple-vehicle collision.
