Former Oregon governor bucks Democrat party in stance on Measure 97

Former Oregon Governor John Kitzhaber is speaking out against Measure 97.

Kitzhaber posted a message on his facebook page Sunday night saying that the measure would throw another 6-billion dollars into state programs, regardless of whether they’re working.

Kitzhaber says Oregon needs at least another $2 billion in the budget, but says taxes shouldn’t be increased until there are systems in place to improve outcomes.
